What the record currently supports

  • IAF’s Board is described as strategic, while several former Board-level professional and portfolio stewardship roles have been reduced, removed, or transferred.
  • The visible boundaries between Board governance, administrative implementation, and final professional decision authority are not clear.
  • The June briefing materials and August formal records describe ED / Global Office responsibilities extending beyond administration into CPF implementation, Assessor recruitment and vetting, training, performance management, confirmation, Process Manager development, candidate decisions, policy, and procedure.
  • Experienced Assessors may still observe, mentor, give feedback, or contribute to training, but the record does not show an equivalent independent professional-governance line with final authority.
  • The official FAQ describes Assessors as an operational arm reporting through the ED and says the Board will not communicate directly about assessment work.

What members still need answered

  • Which IAF professional body holds final authority for Assessor qualification, candidate decisions, appeals, exceptions, and professional standards under the changed model.
  • Who authorised the Assessor and Process Manager curricula, set trainer qualifications, calibrated delivery, observed practice, and approved progression.
  • What independent review prevents exceptions, favouritism, or inconsistent professional decisions when one office can recruit, train, manage, and confirm Assessors.
  • What route exists when the direct professional judgment of experienced Assessors differs from the Executive Director’s final decision.
  • How IAF will retain, transfer, and protect the decades of mentoring, cross-cultural calibration, institutional memory, and trust held by experienced Assessors and Process Managers.

Authority pathway

The final confirmation decision moved outside the professional Assessor system

Record / source

  • Under previous practice, Senior Assessors and Process Managers observed probationary Assessors in real work and provided their professional judgment to the Director of Certification Operations (DCO).
  • The DCO—herself an experienced IAF Assessor—synthesised that input and made the final confirmation decision. The process was not necessarily transparent, but final authority remained inside the professional Assessor system.
  • Under the current structure, direct observers provide professional assessment or recommendation, the Certification Manager / office receives that input, and the Executive Director holds final approval authority.
  • In at least one documented case, experienced Assessors who directly worked with a probationary Assessor did not consider the person ready for confirmation, but the ED subsequently approved confirmation. Identities and case details remain private.
  • The Global Office and ED now control key parts of recruitment and vetting, formal training, performance management, and final approval; experienced peers may still observe, mentor, give feedback, or contribute to parts of training.

What we observe

Professional judgment that can be overridden is advisory input, not final professional authority. A peer may contribute to training while the system remains office-led; contribution is not professional authority.

Live readiness case

Hangzhou: candidate communication cannot substitute for professional readiness

Record / source

  • Hangzhou candidates submitted Stage 1 materials by 28 June through the CPF process previously communicated to them.
  • No equivalent Mandarin briefing before application explained the material June changes.
  • A currently appointed Hangzhou Assessor later reported unresolved questions about process interpretation, consistent standards, feedback reports, team composition, and the Process Manager.
  • Another Assessor already involved at Stage 1 reported that she still lacked visibility of the final assessment-team roster.
  • A formal 20 August update clarified that the event would be Mandarin-only, recruitment and Stage 1 were underway, a new Mandarin-speaking Process Manager had a named mentor, and three certified plus at least one probationary Assessor were in place.
  • The update reported 20 survey respondents committed to continuing and 16 newly trained Assessors, without a denominator or a public account of trainer authorisation, calibration, supervision, or the complete Hangzhou roster.

What we observe

The update answered part of the operational picture. It did not establish that the professional delivery system had reached shared understanding of the changed process, or explain the full selection and authority pathway. For Hangzhou, the first question is not how to implement proposed changes, but whether it is responsible to apply material changes to this cohort at all.
